Base Flood Elevation & Elevation Certificates

Base Flood Elevation (BFE) is the elevation of surface water resulting from a flood that has a 1% chance of equaling or exceeding that level in any given year. The BFE is shown on the Flood Insurance Rate Map for the various flood zones.

The Middletown Township Building Department’s Construction Division uses the FEMA Preliminary Map for building code purposes to regulate building heights based on predicted flooding. FEMA’s Effective Maps are used when more restrictive. Home elevations and new construction are to meet or exceed the Design Flood Elevation, which is the FEMA prescribed BFE + 1 foot of freeboard, per NJ State Building Code. When an existing home is elevated or there is new construction in a regulated flood zone, an Elevation Certificate or EC, is required to be submitted to the Building Department and Floodplain Manager upon placement of the lowest floor, including the below enclosure/crawl space, and prior to further vertical construction. A completed EC, certified and sealed by a professional surveyor, is also required again upon project completion before time of final inspection. This is a condition for the issuing of a CO.

When elevated, homes and utilities in a regulated flood zone in Middletown must be elevated to or above the Local Design Flood Elevation which is the FEMA BFE +1 additional foot of freeboard. Utility elevation is also reflected on the EC.

If you have an elevated home and your EC is not on Forerunner, please submit a copy to the Floodplain Manager for inclusion in the Town's repository.
