Recruitment Action Plan

Any and all job announcements shall include that the Middletown Township Police Department is committed to Equal Opportunity Employment.

The Office of Professional Standards shall ensure that following steps are taken in the recruitment of officers throughout the State of New Jersey:

  1. Distribute the job announcement to the Monmouth County Police Academy.
  2. Distribute the job announcement to members of the New Jersey Chiefs of Police Association and the County Chiefs of Police Association.
  3. Coordinate with Middletown Township Human Resources for the distribution of the job announcement.
  4. Post the job announcement on the Department’s website and social media platforms. 
  5. Forward the job announcement to ethnic and gender-based special interest groups and organizations, such as the NAACP, National Center for Women in Policing, The New Jersey Women in Law Enforcement, the National Organization of Black Law Enforcement Executives, The National Coalition of Latino Officers, and others.
  6. Forward the job announcement to the different civic and community groups within Middletown Township. 
  7. Forward the job announcement to area colleges and universities that have areas of studies and programs in criminal justice and criminal law as well as sociology.
  8. Attend local career fairs and distribute recruitment related material. An effort shall be made to select officers who reflect any identified underrepresented groups, should those officers be interested in recruitment activities.
  9. Recruitment banner to be displayed publicly in different locations throughout town and at recruitment events. The locations selected for advertisement should be those that experience high traffic. In addition to other objectives, the banner will highlight the existing diversity within our sworn law enforcement ranks.
  10. Coordinate with local military bases to arrange for recruitment activities via the Transition Assistance Program.

The intended timeframe for accomplishing goals and objectives will be ongoing.

Middletown Township Police Department Recruitment Process

 The hiring process will involve the following phases which occur in successive order: 

  1. NJ Civil Service Commission Entry Level Law Enforcement Examination
    • Administered by the State of New Jersey

  1. Offer of Exemption of from Entry Level Exam from Middletown Township Police Department
    1. Done in accordance with Department Policy and Township ordinance. 
  2. Establishment of Candidate List
  3. Orientation Meeting at Police Headquarters (if applicable)
  4. Background Investigation
  5. Pre-Academy Physical Assessment Testing
  6. Interview
  7. Conditional Offer of Employment
  8. Medical and Psychological Examinations
  9. Formal Offer of Employment

Written Examination (including establishment of the Candidate List), Interview, Conditional Offer of Employment, Background Investigation (including Medical and Psychological Examinations), and Formal Offer of Employment.

Establishment of Candidate List

Applicants who successfully pass the NJ CSC Entry Level Law Enforcement Examination will be placed on a candidate list. The list is held by the State and is provided to the Township when requested. Certification Notices are then sent to the applicants by the State with specific instructions on how to notify the Township in writing that the applicant is interested in the position. Upon reaching the deadline for notifications, interested applicants are contacted by the Department with a date, time, and location for orientation.  

Instances where an applicant has been exempted from taking the entrance exam will also be exempted from the other provisions pertaining to the CSC Entry Level Law Enforcement Examination, as noted above.

Orientation Meeting at Police Headquarters

Upon confirming the names and addresses of those applicants interested in employment with the Middletown Township Police Department, an Orientation Meeting is scheduled to take place at Police Headquarters. Applicants must appear at this meeting or face removal from consideration for employment. Applicants are provided numbered background investigation packets, will be fingerprinted and photographed, and be provided with information on all phases of the hiring process.

Background Investigation

The applicant will be subject to an intensive, comprehensive background investigation. Investigation will examine all aspects of the applicant's personal life including upbringing, education, employment, finances, interpersonal relationships, references, social media usage and posts, associations, and any and all other information which would impact on a person's suitability for employment as a police officer.

Pre-Academy Physical Assessment Testing

In accordance with New Jersey Police Training Commission (PTC) regulations, all applicants for the position of police officer must successfully complete a pre-academy physical fitness assessment, which is administered at a date and time set by the Monmouth County Police Academy. Prior to the Police Academy testing, the Department may conduct its own testing, in the exact same manner, as the test to be administered by the police academy. The applicant’s performance in either stage of the physical assessment testing will be used to determine the viability of the applicant’s employment with this agency.

Interview

The nature and duration of the interview will be determined by the Chief of Police. Candidates will be notified of their respective interviews via the Office of Professional Standards.

Conditional Offer of Employment

After the interview process, and at the discretion of Chief of Police, a candidate may be given a conditional offer of employment. At that point, the candidate will undergo an extensive Medical and Psychological Examination.

Formal Offer of Employment

Upon successful completion of the background check and health examinations, the candidate can be given a formal offer of employment at the discretion of the Chief of Police. Upon acceptance of the offer, the candidate will be scheduled to be sworn-in as a police officer, and he/she will be referred to the Office of Professional Standards for enrollment in the next available Basic Course for Police Officers (BCPO) class at the Monmouth County Police Academy and/or new officer orientation.
