FOR THE SOLICITATION OF PROFESSIONAL SERVICE CONTRACTS FOR THE YEAR 2023
NOTICE IS HEREBY GIVEN that sealed submissions will be received by the Township of Middletown, New Jersey at the
Municipal Complex, 1 Kings Highway, Middletown, NJ 07748, until 10:00 A.M. prevailing time on Wednesday, December 7,
2022, at which time the submissions received will be publicly opened and read aloud in the presence of the Purchasing Agent or
his designee for the following:

5. Workers Compensation Counsel

7. Tax Appeal Counsel
8. Tax Foreclosure Counsel

12. Planning Board Attorney (appointed by Planning Board)
13. Zoning Board Attorney (appointed by Zoning Board)
14. Planning Board Engineer (appointed by Planning Board)
15. Planning Board Conflict Engineer (appointed by Planning Board)
16. Zoning Board Engineer (appointed by Zoning Board)

Standardized submission requirements and selection criteria are on file and available by sending an email request to
8:30 AM to 4:30 PM, Monday through Friday, excluding holidays. Please include the following
information in your request: position(s) you are applying for, company name, address, phone, fax, contact person and their email
address.
RFPs must be submitted on forms prepared by the Township. All RFPs must be enclosed in a sealed, specially addressed
envelope bearing on the outside the name and address of the respondent and work bid upon, and addressed to the
Township Clerk, 1 Kings Highway, Middletown, NJ 07748. All bids mailed will be at the bidder’s risk.
All professional service contractors are required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration of
Public Contractors), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment
Opportunities in Public Contracts). Submissions by Corporations and Partnerships shall include a completed Disclosure of
Ownership form (N.J.S.A. 52:25-24.2) and shall include a completed Non-Collusion Affidavit.
The Township Committee reserves the right to reject any or all submissions due to any defects or waive informalities and accept
any submissions that in their judgment will be in the best interest of the Township. The Township Committee shall award the
contract or reject all submissions no later than 60 days from receipt of same.
