Community Development Block Grant Program

Middletown Township is an Entitlement Community which receives Community Development Block Grant (CDBG) funds directly from the Federal Government. The Community Development Department coordinates, implements, and monitors compliance under the CDBG Program.  Staff prepares the Township’s 5-Year Consolidated Plan, which identifies the Township’s housing and special population needs, and updates annually, as required by the US Department of Housing and Urban Development (HUD) to receive funding and compiles detailed financial and programmatic information to report to HUD on the utilization of federal funding, including extensive data collection and analysis of program beneficiaries.

FY2017 and FY2018 Annual Action Plan Amendment


The Middletown Township Department of Planning and Community Development is proposing to amend its FY2017 and FY2018 One Year Action Plan component of the 2015-2019 Consolidated Plan. 

Both the Township’s FY2017 and FY2018 Annual Action Plan identifies the needs of homeless, low-income and special needs populations and describe activities the Township intends to undertake to address the priorities and specific objectives for housing and community development. In addition, each Plan identifies the public and private funding sources that will be used to carry out the needs and objectives outlined in each Plan.

The Middletown Township Citizen Participation Plan (CPP) requires a public hearing and 30 day public comment period regarding substantial plan amendments. The Township of Middletown will hold a public hearing on both Amendments on Wednesday, October 23, 2019, 7:00 p.m.-7:30 p.m. in the Middletown Township Court Room, 1 Kings Highway, Middletown, NJ 07748. The thirty-day public comment period begins on October 18, 2019 and ends at midnight November 18, 2019.

The FY2017 Substantial Amendment transfers available CDBG project balances to fund two new CDBG projects. Details of the new projects and funding amounts are provided in the amendment.

The FY2018 Substantial Amendment transfers available CDBG project balances to fund one new CDBG project. Details of the new project and funding amount is provided in the amendment.

Copies of the Substantial Amendment to the FY2017 and FY2018 Annual Action Plan will be available on the Planning and Community Development - Department page of the Middletown Township website at www.middletownnj.org.  Written comments may be submitted as follows:

Home Rehabilitation Program

Our mission is to rehabilitate low- and moderate-income, owner-occupied, single-family homes throughout the Township; bring Middletown's housing stock up to Code Standards; and to help a Homeowner make necessary repairs to his/her home and live in comfort and safety. 

Grants of up to $25,000 can be awarded to repair major systems in the home including roof replacements, heating, plumbing, electrical, and handicap accessibility improvements:
