Hiring a Police Officer for Your Private Event

Special Duty Assignments for Police Officers

Police officers are available to provide security or traffic control for your private event within Middletown Township. Officers are allowed to accept these assignments on approval of the Chief of Police and shall be considered "special assignments for independent contractors". However, there are specific guidelines that have been adopted by the State Attorney General, the State Division of Local Government Services as well as Township Code Chapter 44-10 (amend. by ordinance 2001-2626), which regulate how these assignments are made and paid for.

Often you may see an officer in a marked police vehicle with utility crews working along our roadways. This is an example of a special duty assignment. These officers are paid for by the private contractor and are in addition to the officers regularly scheduled duties. This ensures proper work zones, the safety of the crews, and the motoring public at no cost to our residents.

Events You May Want to Hire a Police Officer For

Officers are typically hired by individuals and organizations to provide a visible, uniformed, police presence and/or traffic control at planned events. Some examples are weddings, private parties (at homes or banquet facilities), fund raisers, gift auctions, school sports and PTO/PTA events with in Middletown Township. It should be noted that the officers are considered "on duty", still have full police powers, must enforce all laws and take police action when necessary.

Starting the Process:  Planning Your Event

You, your event planner, or your facility may provide some guidance as to whether you need an officer and how many, to ensure the safety of your guests or traffic control. A contract must be signed and funds placed in the dedicated township special duty fund before a job may be posted and worked. All assignments of this nature must be prepaid. Please attempt to schedule your event with this office well in advance, not less that 2 business days prior, so a contract may be executed and funds deposited before the event is posted and assigned. All payments must be processed through the township. Officers are not allowed to accept individual payments or accept jobs on their own, and additional gratuities are prohibited.

Cost

The hourly rate for special duty is comprised of two components. It includes the officers' pay and an administrative fee for the township, both of which are set forth in the Township Code 44-10. This fee covers the municipalities' costs for the officers' liability insurance, vehicle, fuel, and administrative costs. The current rate is $64.00 per hour and there is a four (4) hour minimum charge. The following table will help you quickly estimate your cost. It is based on one officer.

What if My Event Is Canceled

As stated in the township code:

"Any assignment cancelled by a private party on less that 4 hours notice shall be charged against the party for the minimum hours for the assignment."

Special Duty Contract

As with any document, please read the contract thoroughly. Please type or print legibly. Fill in the contract as described below:
  1. The organization/person hiring the officer.

  2. The address of the organization/person. Please include town and zip code.

  3. A phone number. If there is a specific contact person please include their name and phone number. Indicate if home, cell, or business number.

  4. Under description of assignment please use simple language, (i.e. traffic control or security).

  5. The number of officers you are requesting.

  6. The day/s and date/s of your event.

  7. The time/s you want the officer present. (Please be specific, as many contractors often wish to have officers present during event setup/shut down or money counting outside the scheduled event times.)

  8. The location of the event.

  9. Sign the contract on the last page on the line "By".
Once completed, contracts must be returned to this office accompanied by a check for the full amount. Return them to:

You may also fax the contract to 732-615-2051, but the check will still need to be delivered. We do not accept credit/debit card payments at this time.

The Day of Your Event

When the officer arrives he/she will have a green colored special duty card. This card must be filled out by the officer and signed by the responsible party in order for the officer to be paid. It also serves as a control if the hours worked change after the initial posting of the job.

Please note that the Chief of Police, or his designee, may deny an assignment or impose any conditions on an assignment in his sole discretion that is in the best interests of public/officer safety or any potential conflict of interest. The Chief of Police also reserves the right to terminate any special duty assignment and/or order an officer to vacate the assignment in response to an emergency. If this occurs, you will not be billed for the time the officer is away and you are entitled to a prorated return of unused funds. (Township Code - Ch. 44-10).
